After a while, High Cerebral teleports away into a different realm. To follow him, you need to open the Ascendant Plane. This can be done by destroying the Residual Energy.

After the High Celebrant disappears, you should be able to locate a black energy orb. This is the residual energy. When you shoot at it, after a few shots, it should explode. Doing so pushes you into the Ascendant Plane. After you walk for a while following a green trail, you can find the tear in the plane to escape out where the High Cerebral is. After taking some damage, High Cerebral teleports again.
This process repeats over and over, at regular intervals. To be able to finish off the High Cerebral is a stroke of luck in teleportation locations.
Some people have been unable to destroy the residual energy black orb. This is a minor bug. To fix this issue, you may need to save and restart the game many times. Once you do that, the bug is fixed.
